Creating steam works account

If I’m a minor can I still create a steamworks account and publish games as long as my parents sign the terms and legal stuff?

I think that might be against child labor laws, but I'm not a lawyer. The lawyers who work for Valve are, though. Submit a support ticket with your question and they'll probably be able to give you an answer.
