Do not attempt to play either COD or Warzone until you get confirmation that you are getting a refund for COD.
EA Activision in its infinite wisdom, and Valve for allowing it, have linked the two games together and Steam can't figure out how many hours you have in each. Therefore, it can only determine your total hours for both games. That's why it's denying you.

as long as these 3 games are combined into one, then the game time is also combined into one on Steam Platform.
1) due to the 3 games combined into one, as a result, the purchase date for all 3 games i mentioned are also merged into one(unless someone can come here and state otherwise)
thus as a result, the Steam Refund Policy which states
a) within 14 days of purchase and within 2 hours of game time
you can't request for a Refund if any of the three games i mentioned above, if the purchase was more than 14 days ago.
p.s this part needs a lot of clarification though.
