More information from support would be nice. And it's possible you're forgetting something that happened in the last few months. Or legitimate fraud was detected on Steam's end, your card may have been compromised somehow and if that fraudulent use was detected by Valve they'd be right to block the card. And there's always an tiny chance that a mistake was made. Valve could have mistakenly blocked the card. It's also not impossible your bank did something, like initiated a chargeback on their own, once a great while I have seen financial institutions overstep over a misunderstanding or user confusion.
Casting a pretty wide net but those are the most likely scenarios I'm aware of. Without more info it's hard to be sure which it is though.
Now if it your card specifically was banned meant there must had been chargeback via that card which why can't use it on Steam no matter what.
Another way to have ban is doing lot of questionable purchases, which flag their system to have someone review odd activities, and were able to determine what going on.
So all can do is contact support again, it possible your bank may have flag Steam, or whomever you were talking to at the bank either didn't understand correctly what you explained to them, or may require someone higher up such as fruad department to help resolve your bank card issue.

1) when was the Steam Account you currently using is being Created?????
Steam support is bad to be honest. Did not provide any reason for the block or what and first thing being defensive saying they cannot trace back the reason for block. From what I understand all finance data need to be kept for a certain of years for auditing purpose. But they simply say "cant help, no info, do get new card for payment" as a solution.
So it seem like some from the gaming community has got the same treatment. Steam deck will probably be my last purchase from Steam. Gonna dual boot and then play some other games.
Well if say the bank were to decline the request and not provide any info to Steam, you want Valve should make up something so you feel better? Maybe sometimes they told you exactly what they know.
And it's not like people never have issues with their bank... probably gotta dot some i's and t's before deciding who to be angry at.
I don't have issues with Steam because I don't use my card. Just drive to Walmart or Gamestop and pay cash for gift cards (due to TX limits with buying gift cards) load them on the account and bickity bam, Gabe's now your rich uncle and no more ♥♥♥♥ stains on your undies. I've been doing this for 2 decades, y'all can suck it up.
