Follow these steps now to secure your account:

1. Scan for malware. Use your own antivirus program or use https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices. https://store.steampowered.com/twofactor/manage
4. Change passwords from a clean computer.
5. Generate new backup codes for your Mobile App. https://store.steampowered.com/twofactor/manage
6. Revoke the API key (there should be no key). https://steamcommunity.com/dev/apikey

Your account is compromised.

Do not trade until your account is secured.

Take the following steps to secure your account:

1. Scan for malware. https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices. https://store.steampowered.com/twofactor/manage
4. Change passwords from a clean computer.
5. Generate new backup codes for your Mobile App. https://store.steampowered.com/twofactor/manage
6. Revoke the API key (there should be no key). https://steamcommunity.com/dev/apikey

Steam points can not be returned.

As said if your account is not compromised HOW did they spent the points? You need access to the account in order to spent points .... that said I doubt you can retrieve those points

As said above do ALL the steps and secure the account

how long has it been since they stole them?

if it hasn't been more than 14 days, you can simply change ur password and you will get your points back.

Is that still a thing?

I thought you have to reset your password instead of changing it.

What's the difference?

Resetting your password is different than changing your password.

Changing it requires that you know your password. You change it while logged in.

Resetting your password is what you do when you forgot your password and have to use the automated recovery system.

Resetting your password also gives you a restriction.

Recent Password Reset

If you forget your password and need to reset it (note: this is different than changing your password), you will be restricted from trading and the Community Market for 5 days.

Edit: I just noticed that the mods merged OP's threads .
