Steam download issue

So first off I’ve tried like every thing Google says. Change location clear cache blah blah I’ve reinstalled steam hell I’ve even reinstalled windows. So I’m in the military so I use the boingo wireless cause I live in the barracks. It for the life of me doesn’t wanna download using the boingo internet. I switch to my hotspot it works fine but I only have like 10gs of hotspot. Steam in general is very slow on the boingo but all my downloads just time out. The Xbox app works sometimes but not all the time. Reddit wasn’t very helpful so I came here.

At this moment the servers are acting up a bit; wait a few minutes and see if it gets better.
