Steam rule for game capsules?

Is there a post about steam rule for game capsules?
I've found a post that details change in like 2022 about the fact that you have to remove text award promo etc from them, but I never found initial rules.
For instance, I've been browsing a few hentaï games recently, it the fact that I didn't found a single capsule with explicit content or genitals makes me thinks it's not allowed, yet I have no idea where I can know what's allowed and what's not.
The fact that some of them are kinda suggestive makes me thinks that the rules of "Anything as long as you don't see tits ♥♥♥♥ or ♥♥♥♥♥" applies. But I can't find exhaustive informations about this.
