Did you actually pay for any of those games or were they free? Because it looks like your account is limited, which means you don't get full access to Steam's functionality including API keys.

This is supsicious. I would not do that.

Scammers set up api keys, this looks like a way to let the user set up said key, so the scammer does not need access to the account to set this key up on their own.

Do not do it.

To me it looked like bypassing the new requirement to auth set up of an api key.
