Is there permission, and files being mess with by something, or setting you flip by mistake?
Have you tried clear cache & download?
Have you tried disk repair? Settings > storage > select problem storage, then click three dot button now click on repair.
Have you tried redownloading client files? To do this head to where Steam installed, delete everything except for Steamapp folder, and steam.exe once done, run Steam.exe and see if issue been resolved.
Last thing can try is running CMD as administrator to give it full access, type without quotes "SFC /scannow"
Tried everything above except of the last CMD command. This command checks my SSD and HDD and writes "found errors but can't fix them". SMART of these devices is Ok
Try this open CMD as admin
Once that done restart PC then do the process again sfc command.
Let me know if that fixes that issue. The 1st command is to compare your OS to online version to see if there actually any major issues that couldn't be fixed with 2nd command.
After all this get CrystalDiskInfo run as admin, and just check error log if it showing anything in red let me know what that is.
So either you have bad connection to wallplug or wifi / cable issue or your ISP cause issue.

I dont care if you need a spare pc to check for stability into own isp or steam, this is know as is it my pc or isp / steam that has a issue, ( and i can tell you, most of the time its you that dont have stable connection to ISP. so you can dl from steam server, ) but we need to be nice about it, always a chance its not you.

dont forget oldest advice in the book reboot own router, and your pc later then wan connection is up agaon on router. ( from 3 to 12 minutes max before pc get rebooted )

google them so you tried do your best with i get what i paid for and i dont seem to have bad packets atleast.
you cant install a thingy before connection is there. ( this mean hes network is not connected or get dis-connected. doing trying to DL and hes network connection might get back 3 minute later.
this means he has more issue then just disk issue.
this look like wifi issue to bad cable or router issue evnn. ( whateven happend from hes pc to wallplug. )
disk issue do not disconnect link, normal. ( require multi issue same time, so rare )
You have same info as me, you need to look at process of faulthy finding.
The first command is not executed because of "DISM Source Files Could Not Be Found In Windows 11" error. Tried to download windows iso and specify source path but it still shows "not found" error.
Crystal disk info shows 99-100% health and no warnings
And why do you still think that it is something with network connection? If I install steam and games on C it works fine (but the disk C space is limited).
The problem seems to be not connected with SMART because I can download and install other apps and everything works on all drives/disks.
if you cant move a game to other disk then its not the right media type or no added steam lib file structurre there, brows the disk there most be a steam file system there.
Currently it looks like Steam client is semibroken, doesn't clear its broken files on uninstallation and prevents from installing games by itself.

So /Online means you're comparing to online version that microsoft has via their server so have to be connected to the internet, and able to connect to their server with nothing blocking it, there is another command can use if you manually download windows 11 ISO, it recommend get latest build ISO so no issue can happen, that why online better option.
By chance are you using a custom Windows ISO from someone? Stuff like that can have small issue happen due to misinformation they have understanding what they remove, or disable which might not be possible to fix on user end beside reinstalling the whole OS with official ISO you donwload from Microsoft instead of using custom ISO. Now if using bypass for install on old cpus then that not gonna be the issue, it only custom ISO people make because they try to remove, or disable things they consider to be bloatware to them which would've been needed to avg joe, or something.
