purchased acc nordschleife dlc - did not download, odd library behavior

purchased the Nordschleife dlc pack, shows "In cart" when I go to library, shows "In Library" when I go to cart

credit card was charged for purchase but the download never launched as it usually does

says content will install with game launch but doesn't, game launches and runs fine, just no Nordschleife

have rebooted both steam and pc - nada

check the purchase on steam, does it say COMPLETE, PENDING, or FAILED?

in middle of uninstall/reinstall of acc
If that doesn't fix it, uninstall steam and all games and reinstall

i was too impatient and i already committed to the uninstall/reinstall

acc is good now with all content but now iracing content is jacked up - I know how to fix that from back ups, but it's half of an afternoon I don't want to waste rn because i plan on wasting that time running into walls and returning to the garage on the Nordschleife until I learn it...
