cuz it sounds like maybe you got scammed and got a smaller capactiy ssd that was hacked to 'look' like it had 2tb
Please note there has been scams with SSD where scammers spoof the capactly reading, and label, but knowing writing on the chip, or if by rare chance scammer slip and forgot to spoof model that might point you what SSD really might be.
In order for storage to be smaller than what it is means the petition was made small, and didn't include the rest as it own petition, or not label it own letter drive that a possible way mistake could help, but afaik steam os doesn't change petition to smaller size, or cut portions of said storage.
