yep, account level has much to do with booster pack eligibility and speed of getting them.
that being said, you wont get tons of booster packs anyway, unless your are actively buying anf filling your account with games/ect.. to aggressively raise your account level.
not to mention other crafting badges for said games to get booster packs.
i been on steam for a decade+ and have only gotten maybe 2 or 3, despite all the games i have and buying all the nonsense required, which costs money majority of the time, or i guess you could try trading, but thats risky in itself, with how big scamming is on steam.
also, the only way to get them is to use or buy "gems" and use said "gems" to buy said booster packs.

pretty sure you can get some free ones, but mostly you have to buy them with gems, or on steam market.
in general, you have to spend money to acquire them, either buying and playing games, crafting badges with cards (limited amount per game(s) and/or buy card on the market/trade, to craft badges and get more booster packs and/or convert inventory items into gems, or buy gems on the market, then buy booster packs after your 3 per game limit.
you can also go to "foil" cards and badges, again costing money, assuming you get lucky and get some for free.
imho, its not really worth it, way to much money is required to do all of that, but thats up to you :)
Whenever one user crafts a badge, one other user, who is elegible, receives a booster pack. So there are no absolute drop rates, you can expect, but the more users can receive one, the lower the chances per user (but on the other hand, there are more crafters too). And yes, higher level users have a higher chance, though it's still pretty low in absolute numbers.
Users with very (very, very) high level and thousands of games end up with maybe one pack every two weeks. Don't expect such numbers for you. Twice a year is a much more realistic rate.
Be glad, when it happens, but don't try to aim for it. You'll only disappoint yourself otherwise.
search up "booster packs for steam" or " steam trading cards" and "gems" or "sack of gems", you will get a better view of what it all entails.
i see lots of info on the cards/boosters on net, but gems/gem sacks seem to not have much info aside from steam forums.
maybe even a youtube video outlining the stuff may help.

when making gems, if you need too, dont convert into gems, things you may want to keep, or sell/trade, sometimes they are worth more than the gems you will get for them, or they may the items may be needed for something else, like badges/ect..

you can grab gems off the market as well. (they are decently cheap right now, i have seen them hit up to 60 or so cents, but i have bothered with this stuff in years).
