Granted you're even on the Steam Guard email at this point. If you're on Mobile, just use the app, they're not sending you any codes as the codes are generated by your phone itself.
And same goes with who said that ISP could not make a mistake if this is email or mobil.
its rare but we have seen it happend before. ( more frequent in the old days. )
most here will say within 10min then resend it , same downtim max 30min , then you know something is wrong at spam filter or you never recived it or it reach you.

Also, while you're still logged in (eventually you'll loose that login, and then you'll be stuck trying to login again since you can't get the code...), check whether you've actually entered the EMail address you think you've entered.

Also, in order to use steam guard, I have to pay for an authenticater. I don't want to spend money for a 2 form authentication. Before anyone says steam guard is in your steam mobile, I can't access that either. I put in my username and password and it wants to authenticate. What's the point of having a user name and password if it keeps wanting to authenticate through the app that I have to authenticate? Does it make sense? 2 form authentications are pretty stupid if you ask me.
Not understanding why something is the way it is may have to do more with your level of understanding and expertise than the thing not making sense.
What makes you think you need to pay for Valve's mobile authenticator?
I understand the issue where you're not getting some code at some point and that's preventing you from logging in. Seems like most other people are managing it just fine, the boards aren't flooded with people with your woes. So one could infer the issue is something closer to your end than Valve's.
Regardless if you're not able to log into your account, maybe you should create a support ticket.

Well you seem to have a problem being overly literal.
Who makes Steam? Who makes the Steam mobile app? Who makes the authenticator in the Steam mobile app? The answer is Valve. Since we're talking about Steam and the mobile authenticator, both software that Valve makes, referring to Valve's software as Valve's in the singular possessive isn't some kinda out out of bounds language.

No. Your issues aren't necessarily Valve's problem or shared by all other users. And at the moment it doesn't seem users relying on email Steam Guard are reporting issues, so why are you the only one affected? It's definitely an argument against a Steam issue.
If you can't login how are you sure the account is currently configured to send email to the account you expect? Are you not getting the codes because Steam isn't sending them? Or because the account is currently using a different email than you remember/expect/assume?
The Steam mobile app is the only authenticator for Steam, and it's free.
Now we might be getting somewhere. "Not responding" as in "they just close the tickets without a response"? That means your account was hijacked.
Did you check that the EMail address that Steam uses is actually yours? It would be a quick and simple explanation for Steam "not sending codes" to you...
