Just as the title suggest, I go to select a recipient for the gift and all I get is "error loading list of eligible recipients, try again later." this has been going on for at least a month if not longer. The new store's UI fails to bring up the list every. single. time.

yes, and that's not even the point the system fails to generate the list. and I have bought gifts for this friend and others in the past. Its either a coding issue, or its a region issue because even the browser store page doesn't let me gift.

I had some issues on one browser before and using a different one helped me deal with that issue.

tried both Brave and Edge.

Tried firefox 30 seconds after posting. same issue still. Whatever this issue it it must be because of my state...

Doesn't prevent you buying products. I've had my VPN connected for years and it's NOT a problem if not trying to circumvent regional restrictions. Not to mention Steam has plugged that hole now so if you're currently located in another country or use a VPN to appear that way Steam still responds as if you are in your normal location, where you payment methods are registered.

Making assumptions before OP has even said they are using a VPN. And as above using a VPN doesn't facilitate circumvention of regional restrictions.

I don't spoof my location by VPN in regards to steam. I also tried a full reinstall of steam and that did not work either, also I've not posted all day because I was at work. gotta make money to live.
