steam is not going to help you with your pc build and choise , and maybe we should say this is your choise in what you will do, and what card is primary card.
Im sure you have insight to deal with what is your choise
RTX 2070 SUPER or IGPU ( you do the math in what to turn off. )
I posed an update on how this was fix, prior to your answer. these were not the issue.
Windows Driver Framework
Wdf01000.sys.
The big issue is this mostly points to some driver issue on your system, this can range from bluetooth driver issue, GPU driver issue, and etc...
To roll out windows driver issue can try doing these commands. Run CMD as admin.
Try this 1st what it does it check for errors on system, once it finish restart PC then do the next one.
Now this next one will compare your Windows OS to online version to check for problems, this is something incase SFC couldn't resolved, or that say unable to do task for some reason.

1) check your hdd and/or ssd to make sure they are not failing
"and all is good. no idea what caused the issue." but all is good now, so it dont seem to matter now, just wait if the dual card issue strick back at you. its your pc and you have issue, any here can tell you MS dont care about your driver they try avoid BSOD and it seem to fail here untill it corrected itself , so you can be fooled with things has been change to fix it in the system..
MS is not going to fix it if you have outdate driver its more a emegency change to fix it.
sense you dont have it anymore. or update did it.
