Steps to take NOW to secure the account:
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the APIKEY)
6. If points were stolen, do a password RESET to cancel the awards/points before they are delivered
Please review how you are logging into Steam, you somehow gave them your log in information. This could of been due to the computer being compromised and redirecting to a fake login, or you using a 3rd party site to login to steam.

When doing an account recovery, do not try to rush thru the process. Trying to rush thru normally results in information being missed and time wasted. Take your time and read everything.

You don't need access to the email, phone or password currently tied to the hijacked/hacked account for this to work. Just pick the "I do not have access..." or a similar option when asked.

If he has controll over the account then contact support for help here on steam by open a ticket
The connection is actually on bungie side.
Then he can unlink the bungie account from steam.
Here is the breakdown of your post
1) your friend gave his bungie account to a ''hijacker''
2) the hijacker create a steam account and link it to bungie account
3) bungie account was originally link to the xbox account before being given to the hijacker

You go mention steam account and bungie account
Then you go and mention xbox account being linked to bungie account
Contact bungie support and request to remove bungie account PERMANENTLY

Xbox account is created by Microsoft account and Microsoft account is also the email account for Hotmail
