can't send digital gift card to Argentina

I have someone in Germany and he want to give me a digital gift card on steam in my region is Argentina.
the thing is every time he want to gift me they give him a message "Something went wrong" .
but if he try to another friend the thing goes normal
that happens to him before he enter his paypal account info.
can any body help me and explain to me what is happening ??
