My friend has a wise visa and the visa data is French and He lives in Morocco and in the region is in a dollar store or an American store in Steam,

Will his account turn into a region that deals in euros, or what will happen?

And another question, Can he send a gift even though his account is not activated, but he is a friend of mine?
I mean he hasn't spent the $5 yet on Steam
