Missing file privileges

I am not able to download Apex Legends on my SSD as it says "missing file privileges" but it lets me download it on my HDD. It doesnt let me move it onto my SSD from my HDD either so I was wondering if anyone knew any solutions.

I have tried:

Repairing the library

Formatting the SSD

Changing the region

Giving steam admin perms

Any help is highly appreciated

You dont mentions NTFS disk format, and steam own root folder per disk letter, that is the new default, or you need to make steam get the system rights.

even tool app today reguire folder access.for disk access.

ps.
also check can you actual see the steam lib on other disk. and you can transfer game to it then it do work. if not then you are still have system rights issue.

its added steam lib to disk. ( no steam sturcture there then disk is not format or in EXfat )
