cannot play dota since 7.36 map updated

i cannot even get through 1 game since 7.36 out. get match accepted but not go to hero pick phase. i already reinstall dota still face same problem. ping 40-60 at waiting for matchmaking. after accepted match it lag and ping become 90 -110 then got penalty. i have 5 account. all face same problem. anyone can help?
