Stop Steam from always opening on top of other Windows

Is there some setting that makes the Steam window open on top of all other windows? Most other programs I use stay in the background if I am using another window when they open. Steam is just annoying.

For me, starting it (via a shortcut) with "-silent" option did the trick.

This has started to annoy me was well.. shouldn't have to add a switch and use a shortcut. Valve needs to lose the ego trip and just stop it from doing this.

Here two options, just disable auto start up via settings.

A) Make a short cut and add "-silent" without quotes.

Or

B) Make same shortcut then put it into your windows startup folder this way windows will start it up for you when login to windows.
