Edit: I should note that I have tried everything you have, as well as checking for updates on both clients, but I can't restart any internet devices in my current living situation.
yes it look stupid, but fact is old advice in the book with router that somehow got a issue with something. ( i doubt it work , try see it as a ruleout its not that. )
steam beta and family share issue.
is ti actual your bought game, and yes that why we ask.
many steam post with steam beta and Family share atm.

other crasy idea turn of other pc , to make sure all bandwide is for main pc and wifi devicer only, just incase this is now a to narrow bandwide issue.
dont forget we have no clue if you have many pc that use all wifi band. or other device in the house/flat.
and try saty next to wifi router just incase this matter.
this menas pc to wifi and to your device most have a clear path to each other. more a reduce issue with it explanations of the many issue with it.

Same issue within last 48h, was streaming various titles from one PC to laptop, overnight issue started.
ok, managed a fix thanks to r/steamdeck
one of my computers (pc that was hosting) was on a beta version of the steam client. Changing to no beta fixed this for me.
currently, the way to check this setting is in steam, Settings > Interface > Client beta Participation. make sure "No beta chosen" is selected.

This did the trick! Though I went the other direction as my host PC is on beta and my client was not, so updating the client side to beta also works.
swapping both computers to the beta version of steam client fixed it
seems to be an issue with the current steam client version
Had this for a week, but at least you get to a screen, my Steam wont open up end of, e.g. not even to the log in screen.
As per, nothing seems to being done about it.
Something has changed by Steam which has broken this functionality but nothing seen online that works to fix it
