Is it fine if my friend takes my steam account and buys games on behalf of me with her paypal?
I live in Bangladesh and PayPal does not operate here and I do not have access to credit cards. My account says I need to spend 5$ to access features such as adding friends. I have been using the same account since 2018ish to play a few games such as Brawlhalla and Apex. So, basically I want to purchase a few games/add money into my wallet. Is it fine if I give my friend(she is in UK currently) my account and she user her paypal account to purchase the games or will my account be banned or something due to security concerns.

This is not recommended. If you want a game, you should always purchase it on an account that you own. Steam frowns on people borrowing accounts. It makes it hard for them to know if someone is legit or not

I do not have a method to pay though. How do I resolve this?
I will still own the account but am just giving it to her so that she can pay for the game with her credit card/paypal info

Absolutely not allowed.
Sharing your account with anyone is grounds for an immediate and permanent account suspension.

Circumventing regional restrictions to buy games is grounds for an account suspension or even account termination.

What your friend could do is creating their own Steam account if they haven't already and then gift the games from their account to yours.

Does Paysafecard exist in Bangladesh?

Steam will likely flag this. They'll likely see it as a security breach. Again, this isn't recommended. I'm not sure how to resolve this other than to consult Steam. If there is an alternative, they'll know

If you just want to buy some games, your friend can send you a digital giftcard on Steam.

However, that does not unlimit your account (gifted money and gifted games do not count).

Getting a gift card from a friend is much more acceptable as this happens much more frequently. Receiving gift cards is an acceptable way to get money. However, giving access to your account isn't recommended. This can lead to you getting hacked. Not to mention, it's also listed in the rules as something you shouldn't do

You may not reveal, share or otherwise allow others to use your password or Account except as otherwise specifically authorized by Valve.
No, it's not allowed to let other people use your account. A digital gift card might work.

Receiving a digital giftcard does not unlimit OP's account.

If you let other people have access to your account they can do whatever they want. So yeah that's a security concern. And if something happens to your account, like the alternate user gets you banned or engages in fraud, your excuses for why you let someone access your account won't save your account from the consequences.

If you have to ask, if you need assurances that doing such an obviously reckless thing is somehow safe, I think you already know it's a bad idea.

Who needs to be the one to invite others when you can give people your invite code or friend code so they can add you instead?

If your account uses USD as the store currency, you should be able to use physical cards/codes in USD on your account.
