HOW TO TURN OFF / DISABLE BIG PICTURE MODE (PC)
If steam boots up in big picture mode when you don't need it to, I *may* have found you a solution. This is just what worked for me, it may not work for everyone!!! Still give it a go, you never know 🤷🏻

1. Open steam as usual - if it opens in big picture mode:
2. Type 'Alt + Enter' on your keyboard - this will open a window in the usual steam view,
3. In the Top Left hand corner, click on 'Steam', then in the drop down menu click on 'Settings',
4. In settings go into the tab 'Interface',
5. Underneath 'Start Up Location' you will see a list, in this list you should disable 'Start Steam in Big Picture Mode'.
6. Close down steam and reopen it. Voila! no more BPM :D

Summary: How to Disable Steam Big Picture Mode (PC)
Open Steam --> Exit Big Picture Mode with 'Alt + Enter' --> (Should be in normal Steam View now) Settings --> Interface --> Disable 'Start Steam in Big Picture Mode' --> Close Program and Reopen, problem should be fixed!

I hope this helps !! If problem persists, idk man, goodluck ig T_T

Alternatively, copy/paste this into a powershell terminal:

Set-ItemProperty -Path "HKCU:\Software\Valve\Steam" -Name "StartupMode" -Value 0

I also had to go into controller settings and then "joysticks" and remove the setting from there as well. Thank you for this, but after following these instructions, it still happened when I would press L3, disabling it "remove command" from the joystick seems to have resolved my issue.

I've had another attack of Steam's BPM and it took me a half hour to find my way out of this piece of garbage. With "Start in BPM" turned off, I went through my settings and found that BPM had a check beside "default." I cannot allow Steam to operate in the way of a browser hijacker, allowing it to take over my computer, I need to be able to check for incoming messages. If BPM could be easily and permanently disabled, I would have no reason to complain - but having my computer hijacked by Steam has happened more than once in the past. I mean - so what if I can play my games on my TV screen? I don't watch TV, I don't own a TV. If I stream movies, I watch them on my 40-inch monitor. New free-to-play games pop up online every two weeks. Publishers like EA are already bailing on Steam. You'd think under the circumstances Steam would be more careful to avoid annoying its customers. Obviously - the continued pressure to keep foisting BPM on users is the inspiration of some self-proclaimed genius near the top - who's made it "his baby." Big Picture Mode is rubbish because it takes away much of the user control outside of the app. After I saw this morning that I may be trapped in BPM - I decided - that's it for Steam. I'll look for my next purchases that do not rely on Steam's one-time virtual monopoly. Every time - I look for comments about BPM online, they are 95 percent negative. This effort by the company is indicative of weak management by somebody who has decided he knows best - no matter what his customers think. I've gotten out - I'm good for now - but it concerns me that one day, the boss man may finally declare that he and not I controls my computer. Then I'm gone.

BPM isn't forced onto anyone. Even the Steam Deck, for which the current BPM was originally designed for, can be wiped clean of Steam and the BPM if the user chooses to. If you keep encountering BPM when you don't want it, it's most likely the result of your actions. BPM has never been made the default on PC by default. Pay attention to what and where you're clicking and you'll never see BPM again.

When I have my PS5 conotroller plugged in and I hit the Playstation button to go home in PS Remote, Big Picture Mode comes up in Steam. Is there a way to disable it from that button press?

This thread was quite old before the recent post, so we're locking it to prevent confusion.
