Dont fortget Steamwebhelper is a executable that mean steam.exe might need whitelist in antivirus app ( allow rules ) what if you had a antivirus core app update that now have issue with it.
and other check ups issue. ?
DISM.exe /Online /Cleanup-Image /Restorehealth
SFC /Scannow
and ccleaner to get ride of system junk and check windows registration database,
problem is noone here will tell you this anymore, its old windows user way and require knowhow.
Do not fiddle with option you dont know anything about its a pro tool, only use default setting unless you know better.
I use no antiviruses, so there is nothing to whitelist.
DISM showed that everything is fine.
SFC found some files and repaired them.
Good old CClearner just wiped my temp files and my browser.
I also updated my drivers, but nothing works.
i'm not sure what else you can try then, then you have reset all, you can try old tips as reinstall steam over current one to fix whats wrong.
Try other game client do you have issue there. ( or do you have unstability issue we cant see here. )

ahhh a post update, yes stay out of beta if you dont need it.
its a beta test fix, but can also give you more issue if it dont work as intended for you, then it do for others.
I have this issue and I am not a part of the Beta
