My account is not able to trade for some reason

I got no Vac ban.Ive been using the steam App on my Phone.I have deposited money.Ive went throw the 15 day holp and for some reason now im unable to trade.I went to The "Help tab" and clicked on "Why is my account unable to trade" and I havent done anything bad. Someone please help me out here!!!

You recently changed your profile name today.

Changing your profile name will restrict you from trading for about 4 hours, each time you change it.

It will not tell you about this new-ish hidden cooldown in the "Why can't I trade" page.

When you try to complete a trade, it will throw an error message. That error message is ERROR (34), which is the new cooldown.
