"You're not allowed to purchase this game unless you prove how determined you are." Isn't how this works.
I'm not saying it's good, I know it sucks and I don't envy you. But it's also pretty obvious what the restrictions mean and anything you can think of to get around them has already been thought of and is either prevented by process or explicitly stated rules. And neither Valve nor Sony allow you to use VPN's or other techniques to avoid region restrictions.
I have a PSN account but can't link it because of my region
Now imagine bypassing the regional restriction just to link the accounts, get your Steam account locked for violating the SSA and also your linked PSN account with it, not able to use either for any future purchases. (Previous games and purchases will remain)
Thought I read Sony withdrew the requirement to link to a PSN account for Helldivers 2.
But you can't purchase it in 170+ countries on Steam anymore. They removed it from sale in those countries.

They did.
But since it was their original intent to have PSN be a requirement and since they don't want to step on the same landmine in the future they've removed Helldivers II and also future releases from being available from regions not supported by PSN. Sony isn't giving up on PSN and the original fuss was this new requirement despite the game being available in non-PSN regions "why were they selling the game in those regions then?" Well now they're not.
So while PSN may not be a requirement right now for Helldivers II, I think there's a precedent they want to maintain regardless because they want to require it on future releases. And you can make an argument for consistency and clarity concerning future releases.
Ok, kinda makes sense in a weird way. Only skimmed the headlines and maybe first paragraph on the articles about it as I have a PS so was a bit ignorant of the details, till now
