Report a translation problem
The problem is with the search engines who sometimes include ?l=<language> in the URL. This URL setting is the exact same as manual using "Change language" in the popdown menu. Searching something on Google with the Steam Overlay and clicking a link with such variable? Now your language is changed and the new setting is saved as a new/updated cookie till changed again.

Just explaining why this is happening. Personally I'm not so sure why we even need this option other than to annoy people.
Edit: Hm. The links arn't permamently changing the language for me, as I just noticed. Did they change this recently? Then, if this is the chase, I'm not sure why your language is changing. (Keeping the post up just for references)
