but that would disable hardware acceleration altogether. I just want to direct it to the integrated gpu.

In the Windows settings, go to System>Display>Graphics, scroll down to the custom options for apps. Click browse and go to the steam client .exe and add it.
Click on the Steam icon that got added to the app list and click on the options button that appears. You'll see your GPU listed as high performance and your iGPU listed as power saving. Click on power saving and then restart Steam.
