That's what I'm using for non-Steam games anyway. Do check a tutorial, it's a bit tricky to use.
Non-Steam games aren't equal to Steam games and can't use most Steam server side resources.
No cloud saves, no (Steam) achievements, etc. All adding a non-Steam game does is give you a shortcut in the Steam UI a limited subset of Steam features: Steam overlay, browse local files. I mean you can easily see this by right clicking on a proper Steam game and browsing all the management options. Now do the same with a non-Steam game, see the difference?
Presumably there's some kind of save game file created on your local machine. Get that file and copy it to the other machine. Save games are just data. It's your data. You're free to manage your data however you want.
How would you get a picture, from one PC to another? Or a text file? A pdf? A zip file? Nothing special about save games in that regard.
