new to modding

sorry i am new to modding. Always played cs through xbox pc pass but decided the game just isnt complete without the mods.

I thoroughly read through the guide to modding for city skylines and I was able to duplicate my results up until the point where I subscribed to a mod and the mod needed in order for my other mod to run properly. I then started the game and clicked on content manager....however, my mods were not under mods with an option to disable and able they were found under the steam workshop tab at the bottom of the content manager page with no options to disable or able. Someone please let me know what dumb little mistake I made so we can all laugh at me and I can finally start playing cs properly while I wait for cs 2 to be finished properly. Thanks.

Thank you obviously I am a newbie to steam I used consoles but have recently seen the light and switching to pc
