If you look at your year-in-review page, it says near the bottom that offline playtime doesn't actually count towards your overall statistics.
Achievements may transfer, but with limitations. Once your deck goes back online, every achievement will upload at the same time giving you (depending how long you spend playing offline before connecting to the internet) potentially dozens of identical timestamps for unlocks. Some people like to complain about that. Some games also don't unlock achievements offline on the deck. Hi-Fi Rush is one of them I know for sure the deck won't unlock achievements unless it's connected to the network (maybe they patched that at some point, but it was like that on launch)
