Steam games will also always install in the steamapps\common folder, again, you cant change that.
You can have a second differently named library on another drive but the structure will be the same inside.
"library name\steamapps\comon".
Without this structure Steam cant find your games.
Best would be to first let Steam itself through Settings -> Library create a secondary library at say F:\SteamLibrary (a USB-stick as F: would do...) so as to put the correct structure in place, then fully shut down Steam, move F:\SteamLibrary to C:\ and manually edit the two files
C:\Program Files (x86)\Steam\config\libraryfolders.vdf
C:\Program Files (x86)\Steam\steamapps\libraryfolders.vdf
Tested this to work a few months ago while frolicking around but do note that for all I know Steam may currently or at any given future time feel there to in fact be a point to the one library per logical drive thing; if it breaks, you get to keep both pieces.
Alternatively, it's per logical drive so you could also shrink down your C: and create a D: in the free space to put your D:\SteamLibrary on.

If you want you could then set it as default, maybe give it a different name so it's easier to know which you're dealing with via Steam > Settings > Storage > select the C:/SteamLibrary (the first library in the list would be the original install location) > (settings) [...]. You'll see the options in the menu.
