Steam's is found via Steam > Settings > Controller > Test Device Inputs [Begin Test]
Another you could use is https://hardwaretester.com/gamepad
(if you have the Desktop Layout enabled it may interefere here, so either disable it or exit Steam)
Also do check in the other tester, it'll show you the values of the stick and can help rule out a Steam-introduced issue.
If the issue persists in Steam's tester after doing Reset Device Inputs and also shows up in the other tester then it'd look like a controller issue. Drift could be addressed via Steam and perhaps a clean would address the full movement not being read if that still occurred.
