google nearest cafe and DL Single player games, we cant solve what is been block in public network.
FNV and F3 and alot of other singleplayer games might be waht you are looking for.

to my knowledge most pub hotspot is been block for mass DL and game traffic, to actual found one tht allow it is even more rare.

But if the author wants to play an online multiplayer network game? You can't tell him or her go play single player do you?
Going through the base wifi router, you are going to hit all sorts of blocks and restrictions because you are on a sensitive system, that the DoD would really appreciate not having hacked.
Your software firewall may have the games/connections whitelisted. But the router you are going through on the base will not have the same whitelistings. You get that it isn't your machine's software firewall or Steam that is causing the issue? It is that you are using military owned and provided wifi, and the hardware firewall that is installed to keep the base system/network "safe" from "easy hacking" is blocking the connections, right?
Or ask a superior on base, and see how fast they have you drop and give them 50. :)
