Steam download speed constantly resetting to 0 bytes

This just happened and I can't download anything. I've tried practically everything I've seen. It was working just fine too before I upgraded windows to an SSD. I'm seriously don't know what to do and I'm so frustrated. Please help.

I did everything in this video and still nothing. My speed test is also coming up 0 bytes.

I didn't check the video, but at the very least from what I could see:
You changed your HDD for a SSD and have Windows installed on it.
Have you reinstalled Steam again too or not?
You might be willing to do so.

i did reinstall, multiple times actually.

it might be a problem where u r installing it maybe u have disk pinned with usb and its damaged or not plugged in correctly causing it to have errors if not tell us
