Friend didnt receive steam gift and it wont let me manage it

Title explains it, I bought my friend Warhammer 40K space marine, they ended up already having it and it refuses to let me refund the game, not only that but it didnt even show up in their inventory. When I click on 'manage gift' it brings me to a completely empty page with no options at all

You can't manage a gift once it been accepted. Also can't buy as inventory gifts for years, only get option to buy, and gift on the spot, no inventory. Either they accept gift added to library, or deny which auto refund you.

If you wanted refund, they have to go to their Steam help page, click on games, and search game title, then they need to enable approval for refund, this let support knows they gave approval to let you refund the game.

Visit your purchase history, and click on account name you gift to ensure it's actually the person you wanted to gifted to in the first place, if you choose the wrong person to gift to, then you know why the person try to gift to didn't get it to begin with, because you choose the wrong person.
