Steam Login Not Connecting

I've installed Steam on a Windows 2022 server to host some games. Steam on my PC works fine, I can log in and out, I can also log in and out of the Steam website on my PC and on the server. The Steam client on the server doesn't work. The login prompt seems to not be able to reach the servers. The QR code never populates and if I put in my credentials it just shows the wheel for as long as I want to stare at it.

I've tried reinstalling, turning off Windows Firewall, put the server in DMZ on the router, manually add apps and ports to firewall rules, different combinations of those things.

What can stop the client on the server from working when it literally works on every other device in my network and even the web on the server I have the problem with?
