It isn't beyond the realm of possibilities that Steam would try that tack.
Any user in the family has the same rights regarding all shared games and if they are playing a game they cant be forcefully kicked by the owner who has to wait till they stop playing.
I am pretty sure this is by design because the new system is explicitly meant for sharing in the same household with close family members so you can just tell them you want to play.
If its a game you are currently playing a lot you can also set it to "private" in your Steam library which will remove the game from the family shared games pool.
I'm trying to hide the game but that only works locally, anyone else in the family still sees the unhidden game on their PC.
EDIT: Ok, I just tried it and marking it as private works perfectly, but it must be marked from the group administration. With this there is no problem, thank you!
