Generally games that need third party logins like games from EA, ORIGIN, UPLAY, ROCKSTAR and such are excluded from Steam Family Share.
Well, yeah. If you played on HER account then of course you could play it.
But Family Share is not playing on the account of another user, its borrowing that users game license to play on your own account.
Which is not possible with games from EA.
The only way for her to play Sims 4 with the DLC is to buy the missing DLC on her account.
There is no way for her to play your DLC with her version of Sims 4 on her account.
This is a case where even family share cant help you since Sims 4 is excluded from it.
Also letting her play on your account ( or you on hers) is actually not allowed and can lead to the suspension of all involved accounts, thats called "accout sharing" and is mentioned in the Steam TOS.
