Good Luck
If you start a stream and everything goes laggy then it is likely you are hitting your bandwidths limit. If you have a 100mbps line and a 40mbps upload then your lines max capability is 140mbps, so if you only have a CAT5 cable then youre over that limit. I would suggest making sure that your Cable between your main router and the breakout (where the cable actually plugs into a fibre box or the wall) is Cat5E minimum as well as not damaged in anyway and also plug your device into the router instead of connecting VIA WIFI, streaming over WIFI is not a good idea.
Some routers have the ability to display the current usage statistics, so I can for example start a download and go into my routers settings page and see that my current usage is 100% of my line speed, Then I can clearly see that if I start gaming whilst its at max capacity or streaming etc then everything else will be laggy.
Unless you set up a QOS or QUE system to alleviate this but that is only available on more advanced routers
After this, I never had another issue with any game on steam with streaming. You will have to do this for every game, and if the executable gets changed, you will need to check it there too.
I really hope this helped, I feel for you man
P.S Sorry im really late to the conversation, I bet you have already fixed it by now. But I will still leave this here for anyone else with the same issue
