Are you streaming through steams "Watch Game" feature or are you playing a game and streaming the game using discord?
When I've streamed in 4K I have seen my upload spike as high as 50mbps at times, it is possible you are being trans-coded down.
If you're using the steam "watch game" feature it could just be routing issues causing packet loss
Maybe just stream in 1080p, not really a need to stream in 4k unless all of your friends have a 4k monitor.
what i mean is ive tried streaming my steam games through discord streaming and it lags severely and what i mean by 4k is that i've put some movies in 4k resolution and it still doesnt lag my discord streams yet playing subnautica, sonic frontiers or some other games for just 1 second while streaming makes everything lag including chrome
Open your task manager while streaming,
If anything is 90-100% then you're being throttled by your hardware.
WIFI bounce on wall and doors and water is a wall like a fish tank, there is many things like this, but you will not seem them here. ( reinforced concrete ) i cant use wifi at bathroom. signal and bathroom door even matter how angel it is, so you see explan this here, where wifi router is at your house/flat and what it has to do to reach your device..
And yet you could sit next to it, and its still wifi router that is the issue.
check router firmware and update/reset it might help or not.

If you're connected via WIFI, try cable it in.
Try lowering your resolution on stream, you don't need to stream in 4k, 1080p is fine
It also might be a routing issue, Make sure your discord server is routing through your closest server.
Hey There, It could be a steam overlay issue, Im not 100% sure but just throwing ideas around, Try disabling the steam overlay for a game and then trying to stream again
This can be done by right clicking on the game in your steam library and selecting properties, then in the General Tab there should be a slider to disable steam overlay.
Make sure to restart the game, then attempt to stream again.
100 mbps DL = 12.5 MB/s DL
40 mbps UL = 5 MB/s UL
Streaming at 4K by 40 mbps just hits the scratch to be able to stream at ~ 50 fps "only",
and of course it depends on your picture quality . . .

I have just read about WiFi is being used.
Setup your Router and your PC to use 5 GHz only, and to disable 2.4 GHz connections
2.4 GHz has a longer range but cannot transport a bunch of "mbps".
5 GHz and 6 GHz has a shorter range but can transport GIGABITS per second easily . . .
Aditionally use WiFi 6 / 6E . . .
Check your Ethernet Cable not being damaged and it should be MINIMUM "CAT 5e" cable

You see for example, Cat 5 has only 100 mbps, while Cat 5e already has 1 gbps
And the MHz value can be seen as the speed of transferring rate . . .
Cat 5e Cable is todays MINIMUM, Cat 6x preferred as it has more "bandwidth" and is also cheap in buying . . .
Personally, I would get a Cat 7x Cable, being a bit "future-proof", Cat 7x and anything above is for Server Rooms . . .
