1. It could be the way steam handles downloading of data (and/or the specific application youre trying to download could compress their data differently to blizzard or other applications) This would mean that you're limited by how fast your computer can decompress and write the data, so basically a CPU or a SSD/HDD bottle neck
2. Download region, try changing your download region this can be done by Clicking Steam in top left > Settings > Downloads > Click the drop down and select another region > Restart steam and try again
3. Clear your download cache. Follow same steps as above, but this time click "clear cache" > Restart and try again
4. Try a different game (Is it all the games youre downloading or only a few that have this limitation)
5. It could be Antivirus, the way steam downloads, decompresses and writes data is often different to other applications, this often leads to an Anti-Virus software slowing the speed, try disabling any anti-virus software again
6. Your ISP could be throttling steams download ports, steam uses the following ports for logging in and downloading content
HTTP (TCP remote port 80) and HTTPS (443)
UDP remote port 27015-27050
TCP remote port 27015-27050
Contact your ISP and make sure there is no restrictions to these ports
These are just a few ideas off the top of my head, I watched a video from Linus Tech Tips a while ago where they installed a gigabit line, but when attempting to download on steam they were limited to 350mbps, this was a CPU throttle as the CPU could not keep up with how fast the data was being downloaded.
Some applications also download and install in segments, again all depends on what you're downloading.

just like above user point out you can try switch steam DL zone, wont help 2 cent if this is your ISP and theres partner's partner that doing it.
Also why bad packet test and speed test , and spare pc can try cut though the many 1 pc own problem, just like netcard driver once in the past did alot of issue with it, and you also have QoS and other ip mangement trafffic issue and maybe multi units on own local network that also use the line, there is so many things that can do this.
Do check windows resource manager do not have a disk that is 100% busy, then you are the bottleneck.

Do have BIOS, chipset driver update from Brand pc name support site or custom build pc then its brand board support site, so many forget this part, sense netcard is onboard today. with its netcard drivers. and how it handle the device it know.on the board.
we have seen may update it driver, but forgot BIOS effect its system.
windows update do not update BIOS and never will i bet.
Its weird to me how blizzard has the capability of downloading almost 5x faster than steam
we are steam user here, not sure bait reply will get you anyehere here, contact steam support and own ISP, they have the support.
come back to us user if they dont see a issue, because we also knwo some company wayas and how they loot at it.
steam is not going to solve a ISP issue if they think it them, and so can ISP think if they dont dont have a issue and forget own partners issue with it.
let's sse , if you know network and what is going on from own ISP into many ISP partners equipment before steam get the data. and then back from them though the many isp partner before you get the data.
gl with route issue and congestion issue, because thats ISP area and we have no management here, as steam user. and neither do steam. ( steam is not a ISP and never will be, becuse then we can say fix the network steam, and that will never happend, they only have own area at each datacenter i bet.
so gl with ISP, but do contact steam support just in case somehow they do have a bad route, i doubt it.
also why i and other reply it like that. ( you need to have worked with network, or be very good at read a book about network to understand the many issue with it. )
Again, it could just be the way data is compressed, Is it all games you try to download or just the one. It could be anti virus, it could be ISP
it honestly could be many things.
process of elimination is your best route to figuring it out. Steam likely limits their speeds the same way many download servers do. it will have a QoS or a QUE that will distribute enough bandwidth to those who need it. This bandwidth limit is HIGH, I mean more than thousands of PC's could possibly want.
If you have tried another download region, another application, disabling your antivirus and it the problem still persists then open your task manager and watch your CPU and Storage usage when downloading, if anything in task manager is at 100% usage, then youre likely being throttled by your hardware, if everything is normal there, then it has to be an issue with your ISP, could be a TCP/UDP stream issue, could be a line issue somewhere. Again hard to say for sure.
Steam support likely will not be able to assist you other than providing you with FAQ or Tips. As they will not have access to changing download regions/routes.
Your downloads are limited by
1) your CPU
2) your disk io
3) your anti-virus
4) your ISP

Device Manager > Disk Drives > Your SSD > right click {properties} > Polices > deselect write caching.
