Report a translation problem
In situations like this it is often hard to get to the exact route cause.
It could be hardware, it could be software, it could be your registry etc etc.
Process of elimination is often the best course of action.
If you have not done it already I suggest clearing your steam download cache
Click "Steam" In top left > Settings > Downloads > Clear Download Cache
After that, if the issue is not resolved, possibly try reinstalling steam. If problem persists then at least "steam" is not the issue.
Other things you can try is scanning for errors with windows. Open command prompt with administrator, then type in "sfc /scannow" and hit enter. Let it run, this will scan your OS and find and repair any files.
If the problem persists then another thing you can try is swapping SATA connectors for the HDD possibly even changing the cable all together, I have had it once where a damaged pin was causing transfer rate issues.
Outside of the above I cannot think of anything else off the top of my head, Would need more info to assist further.
