How to limit downloads to one stream?
Steam is making my internet unusable. While steam is running no other streaming is working. It completely saturates the internet connection. When looking at the connections it is observed that steam opens a huge number of TCP connections. But I want steam to use only one TCP connection. How can I limit that?

Note: Setting a download limit does not help me.

Upon just reading your request, im unsure how "possible" this is based on how steam works. But an idea would be to just drop all of steams TCP ports except for one.

Steam uses a couple TCP ports for its basic workings

27015 - Dedicated or Listen Servers
27036 - Remote Play
27015-27050 - Login Server / Download content

Limit your download speed to 75-80% of your total bandwidth in Steam -> Settings -> Downloads -> Limit download speed.

There is no other way. Steam will always contact multiple CDN servers from the designated and neighbouring download regions.
The speed is the limit. Not the connections.
