Uh, no. It's not illegal. It's not against any ToS or guidelines as far as I'm aware either and it's not exactly like Steam has a way to know if the person redeeming the code is the one who actually purchased or not, if we're talking about physical wallet codes.
As for whether or not it actually works from US to CIS though, I don't know.
Any steam gift card bought from US can't be redeemed in europe and middle east
and OP changing his steam store and currency to usd just to circumvent region restrictions is illegal
and violates Steam Subscriber Agreement
The OP never said anything about changing their steam store and currency, and their steam store is already in USD anyway. They just asked if they could use a US wallet code and have it activate on their account. Now yes, if they did try to change their region, it would violate the Subscriber Agreement, but they never said they were going to do that. They just wanted to know if a US wallet code would activate in their region.
