Does removing your Mobile Authenticator also remove your Steam Guard?

Hey I removed my Mobile Authenticator of my Account on the Steam App a week ago and now that I enabled my Authenticator again it says 'You must have had Steam Guard enabled for at least 15 days before you can participate in a trade.'

(15 days no trading? not just 7 days and 15 days trade hold but straight up 15 days with no participation at all.
I always had my account connected to my email obviously and my mobile authenticator was always on for the last couple of years so I had to have steam guard as well no?)

Or is it possible for me to have no Steam Guard while having Authenticator activated?
And now that I have the Mobile Authenticator activated again doesn't that make Steam Guard totally irrelevant?

Disabling guard restricts you from trading and the Market for 15 days. After that, you will have 15 day holds on trading and the Market for using Guard Email only.
