steam client randomly popping up again

After my steam client updated recently, it's started popping up randomly again. It used to do this a few weeks (possibly months) ago but stopped after an update and now it's back again.

Is this a common thing? It seems like every few updates it starts doing this again. I suspect there's some setting or switch they change while working on it that makes it do this and sometimes they forget to change that back before pushing out the update.
