Browser, client, or mobile app?

Have you tried clearing cache?

If it a client issue, just head to where Steam installed, delete everything except for "Steamapp" folder, and "Steam.exe" file once done run "steam.exe" file, and see if issue been resolved.

If broswer, try clearing cache, and cookies, also ensure not using any browser addon that mess with the page, or such, and see if issue been resolved.

If mobile app, force close/quit the app, then clear app cache, NOT the data, only the cache, then test to see if issue resolved.

If you do this, you uninstall your games as well, but up to you, that why I said do the method I suggest because then wouldn't need to redownload your games.

I also can't add items to my cart in the client. I tried what you suggested and it still does not work. Any other suggestions?
