Can't join a family sharing group

So I'm trying to set up a family sharing group with my brother who lives a couple of minutes away from me but when I try to join his group, it says I'm ineligible and it won't let me. Any idea on how to fix it? As far as I know you only need to live in the same region to be eligible, which we do.

The beta requires every person to have the same Steam Store Country (this may require a recent purchase to set the country code on the account) and everyone participating in the Steam beta.

We checked that our Steam Store country was set up correctly and we both have it set to Spain. We're also both participating in the beta already.

I should've mentioned this earlier but he bought Mass Effect a week ago when it was on sale and I just bought a game to make sure my store country was correct.
