and if you have done clear download cache and validate game intergrity of files after clear download cache , then its you own pc that has a issue.
I have not, i actually saw this article (i think it was on here i dont remember) but someone said to download Data Lifeguard for Windows, so I decided to do a quick test to make sure that the drive wasnt broken or whatever. The result for the quick test came back fine, then I ran the extended test, which was nearly two days long because the external hard drive is 2TB, and the result for that came back fine as well. I then went to the file explorer> D drive> properties > security then tried to check and make sure everything was fine and there was no errors. So when there wasnt, i tried to re-install Steam and it did the “installing update> downloading update” and finished in about 20 mins, but then it did the “extracting package” thing and for some reason, that was almost an hour long and it didnt even finish because it was taking too long and it’s never done that before, so I had to exit out that window then check the external hard drive again to make sure everything was fine, but then it said there were errors on the drive. I believer something is wrong with Steam, either that or I cannot install Steam onto an external hard drive, no matter what solutions I try.
What do you mean “fix your own security app?” Nothing is wrong with my security app, I allowed Windows firewall to let Steam through so it can do its thing. And are you talking about the Steam launcher because I never said that a game was the problem, I said there was a problem trying to install Steam and/then Apex Legends onto my external hard drive? I never had this problem when Steam was installed on my internal hard drive, I just don’t know why it won’t install properly on my external hard drive.
before i saw this, i actually (safely) unplugged my external hard drive then installed Steam onto my internal hard drive (surprisingly it only took 10 seconds to install,) but now I'm replying to you through the Steam launcher. I'm gonna try what you suggest and let you know the end result.

check disk
clear DL cache and after validate game intergity of files.
and steam repair steam library, there is no other possibilities then its disk write error.

only own sequrity and qurrantine Folder or Antivirus app has been seen to block a file , and that give disk write error, and it actual dont belong there , it should have poped a blocking issue.
assume disk is NTFS there is not FAT anymore that was winxp and is not support by steam anymore.
and this is why i mention read other post, its same Solution in most of them.
sure other things like cable or harddisk failur to transfer issue or controller issue is possible , and thats a Driver issue or hardware and is so rare, that win in lotto is a better chance.
but we all know even thats possible.
Cool. I hope it works. It might be that the external drive you have is only capable of being storage (due to it's speed capabilities? maybe?). It might not be fast enough to run games or programs from. What you're attempting can work as long as we insure the external drive we get runs at high rpm for a mechanical drive (speed) and the same, a fast one required to run stuff from, for an SSD.
It might just be that the external drive's speed or something else with it isn't optimal or good enough to run games and programs from. There's no fixing it if that's what's going on other than getting another drive insuring the new one that's bought is a fast one.
most have USB3.0 or better then we talk about harddisk external usage thats a much higher trasfer rate and short cable , as i recall usb2-0 was ½meter cable and actual a problem then people bend them maybe. ( and that why steam dont recommend external disk ) but so mnay other say its not a problem ) i can only say external disk was made before steam was even there, so it will never go away on a pc.
steam has not been nice and adjust to whatever media ppl have.
ask and programmer he will laugh at this , why not ask user , what that disk is external then skip or force it on if update is there. with wait for reply from user.
and why you wont see other experts comment on it because we already do that, or know such.

Apex is downloading onto the internal hard drive and it's only taking about 40 mins, which is normal for me, i know when i tried installing Apex onto my external hard drive, I would only get to 9.6 GB then it would tell me downloading paused due to disk write error and I wasn't sure why. I'm still gonna try what you suggested and see if that works. And there shouldn't be a problem installing a game launcher and an actual game onto a 2TB external hard drive because there's lots of room for them both, i just don't know what's going on. I ran tests for the external hard drive and it came back fine. I even did command prompt as admin and did the chkdsk d:/f command and it said "corruption found in volume bitmap. Windows is making corrections to file system; 0kb in bad sectors" then i ran a sfc /scannow command and everything came back fine. I could run the chkdsk command for my internal hard drive because it said it's NTFS or something like that and it asked me if i wanted to check it the next time the computer restarts, so i said yes, but im not sure if it did the command after i restarted the computer. The only game I have on my external hard drive is League of Legends and i don't have any problems when I'm playing League, but I'm not sure if it's because League has less GB or what...

Can you provide a link to the external drive you have? I'd like to look at it's specs and capabilities.
Have you looked at it's specs and stuff? You should. Maybe that's why the client and any programs won't run from it. I'm savvy enough with computers that I'll know from looking at it's specs if you can share a link to the one you have. I'll find the specs if the link you share doesn't have them. Need the brand and model number and space size.
when you specs, are you referring to what's under the drive's 'properties'?
